Training programme organised by Rural development department in Kupwara

training programme was organized by Department of Rural Development and Panchayat Raj for three blocks of Kupwara which include Mawer,Langate and Qaziabad at Environment Hall Handwara in north Kashmir’s Kupwara District.

While addressing the participants Block development officer Qalamabad, Abdul Majeed stressed on the importance of principles and frequent functioning of Panchayats in the rural areas.

He also said that the Government Institutions in general and the Panchayati Raj Institutions in particular have assumed greater significance under the recent development philosophy where in democratic decentralization has emerged as a catchword.
Panchayat Raj is as such, considered to be a concomitant of reordering power equations, a supplement to the conscious strategy to relocate power and complete the process of devolution for speedy development process in rural areas.

Other Block development officers added that such training programmes would go a long way in building responsibilities of the elected representatives and help them to play their roles and obligations and enable them to discharge their duties more efficiently. The state government
is willing to forward a lesson and giving special rights to every newly elected Sarpanch’s so that rural people can directly cooperate and to ask there grievances of common masses under the panchayat Raj act.

Officers asked the Sarpanch’s and Panch’s to spread social awareness on different schemes and various other state and centrally sponsored schemes, while highlighting various issues about the role of local governance in the development of villages and Communities.

Besides BDO Qaziabad Nasrullah Khan and BDO Langate Hanifa Bagum was also present on the occasion.

In year 2015, J&K State government reiterated the commitment to empower and strengthen the Panchayati Raj Institutions as an instrument of vigorous Local Self Government to secure the effective participation of the people in the decision making process and for implementation of development programmes.(KNB)
